In its quest for power, the Romulan government funded research that threatened the stability of the entire galaxy. When information regarding this research was leaked to the Federation, Captain James T. Kirk teamed up with an assortment of Romulans to prevent further damage. The government at the time was ousted and the Romulans retreated ended up falling mostly silent for several decades as they rebuilt.
